Kuronosukai

The Kuronosukai orgination is the first major threat that the Hana-gumi had to face. It is controlled by a supreme ruler High Priest Tenkai, Ieysu Tokugawa's spiritual advisor, and and it's army is commanded by four generals the Shitennou(Ž€“V‰¤), or the Death Heaven LorDs a pun on the classical Four Lords of Heaven or Shitennou(Žl“V‰¤�j. The military ranks of the Kuronosukai are made up of unmanned steam robots called Wakiji. The Kuronosukai hope to control Tokyo by corruping key points of power in the city.

The Kuronosukai organization was originally having it's arms supplied by Mitsuba Heavy Industries, which was using the Mantetsu corporation to illegally smuggle military grade weapons. The directors of the company were blood relatives of the Shogunate, and probably would be pleased to see it's return to power. However the smuggling was discovered in Taishou 6, and the directors arrested, after this is it unknown who supplied Tenkai with his arms or if he had reached a stage of self sufficiency. The arrest of the smugglers did not cause an awareness of Tenkai's plans, and the link was only discovered later by General Yoneda.

In the TV series the Kuronosukai is lead by Satan, and it's aim is to revive Tenkai and seize power.
